Italy age-verification requirement for pornographic sites — AGCOM Resolution 96/25/CONS (Caivano Decree, Law 159/2023 art. 13-bis)

Requires all websites and video-sharing platforms distributing pornographic content in Italy to verify users are 18+ through an independent certified third party using a two-step identify-then-authenticate process with double anonymisation. Operators established in Italy or outside the EU must comply from 12 November 2025; operators established elsewhere in the EU from 1 February 2026. AGCOM can order blocking of non-compliant sites.
