Guidance (non-binding) effective 2025-07-14
On 14 July 2025 the European Commission published non-binding guidelines under Article 28(1) of the Digital Services Act recommending age verification to restrict access to adult content such as pornography and gambling, with age estimation allowed only as a temporary alternative. The guidelines are non-binding but are the Commission's benchmark for assessing DSA compliance; the Commission also released an age-verification blueprint app.
