Spain draft law on protection of minors in digital environments — Proyecto de Ley Organica 121/000052 (proteccion de menores en entornos digitales)

Draft organic law approved by the Council of Ministers on 25 March 2025 and admitted for urgent parliamentary processing by the Congreso on 10 September 2025. It makes age verification a cornerstone, raises the minimum age to register on social networks from 14 to 16, and requires device manufacturers to provide free parental-control tools. Not yet in force; the government has piloted a Cartera Digital Beta age-verification wallet app.
