Germany youth-media reform (operating-system and app-store duties) — Sixth Media Amendment State Treaty (Sechster Medienänderungsstaatsvertrag), amending the JMStV — 2025 reform

The Sixth State Treaty amending the Interstate Media Treaty, adopted by the Lander on 12 December 2024 and in force from 1 December 2025, requires providers of operating systems commonly used by minors to offer a youth-protection mode (safe-search browsers, age-rated app installation) and lets app stores install apps only via KJM-recognised age-rating systems, with fines up to EUR 2 million. It supplements Germany's existing JMStV requirement that 18+ content sit behind an approved age-verification system.
